This statue is in the "Jardins des Tuileries", a park located between the Louvre and the Place de La Concorde in Paris. The park is ornamented with a large collection of sculptures from the 17th to the 21st century.
 
There was a fair in the park in front of the Louvre. The wheel gave a nice background for this statue.
